BRI应该是“the Belt and Road Initiative”的缩写，即参与“一带一路”倡议的国家。“一带一路”本身就是以打造利益共同体、责任共同体和人类命运共同体为最终目标的倡议。从“一带一路倡议”的视角出发，可以探索别样的国际关系。
“一带一路”倡议是国家主席习近平在2013年出访时提出来的“丝绸之路经济带”和“21世纪海上丝绸之路”的统称。为推进“一带一路”建设，中国倡导成立了400亿美金的丝路基金，筹建1000亿美金的亚洲基础设施投资银行等。“一带一路”战略与沿线国结成命运共同体，中国拿出真金白银带动沿线各国经济发展。稳步推进“一带一路”政策支持与对接，是建设“一带一路”利益共同体和责任共同体的前提、关键和保证，更是构建“一带一路”命运共同体的必由之路。由于“一带一路”沿线各国资源禀赋各异，经济互补性较强，彼此合作潜力和空间很大。“一带一路”政策支持与对接应分为政策沟通、设施联通、贸易畅通、资金融通、民心相通“五通”角度。从政策沟通来看，国际上“一带一路”已与巴基斯坦、俄罗斯等多国对接。首先，中国与巴基斯坦签署了全天候战略合作伙伴关系联合声明，全面部署“一带一路”建设的具体推进工作；其次，中俄在签署全面战略协作伙伴关系的同时签订协议来保障“一带一路”与欧亚经济联盟对接；再有，“一带一路”与哈萨克斯坦在光明大道基础设施建设等方面实现对接。
To promote the Belt and Road Initiative, China has initiated the establishment of the US $40 billion Silk Road Fund and the US $100 billion Asian Infrastructure Investment Bank. The Belt and Road Initiative has forged a community of shared future with countries along the Belt and Road, and China has contributed real money to boost the economic development of these countries. To steadily promote policy support and synergy under the Belt and Road Initiative is the prerequisite, key and guarantee for building a community of shared interests and responsibilities under the Belt and Road Initiative. It is also the only way to build a community of shared future under the Belt and Road Initiative. As countries along the Belt and Road have different resource endowments and strong economic complementarity, there is great potential and space for cooperation between them. The policy support and complementarity of the Belt and Road Initiative can be divided into five aspects: policy communication, infrastructure connectivity, unimpeded trade, financial integration and people-to-people connectivity. In terms of policy communication, the Belt and Road Initiative has been connected with Pakistan, Russia and other countries. First of all, China and Pakistan signed the Joint Statement on all-weather strategic Cooperative Partnership, laying out concrete plans for advancing the Belt and Road Initiative. Second, China and Russia signed a comprehensive strategic partnership of coordination and signed an agreement to ensure the connection between the Belt and Road Initiative and the Eurasian Economic Union. Moreover, the Belt and Road Initiative has been connected with Kazakhstan's infrastructure construction along the Avenue of Light.
